What happened in the early governance years, 2009 to 2016?

The early years built the legal and institutional scaffolding rather than physical infrastructure. The Gujarat SIR Act of 2009 created the Special Investment Region category and the authority model, and Dholera was declared as Gujarat's flagship SIR and the largest node of the Delhi to Mumbai Industrial Corridor. Under that Act, DSIRDA became the statutory planning and land authority, and the Town Planning scheme process began, six schemes TP1 to TP6 planned to pool land from the 22 villages that make up the region. The capstone of this period was the incorporation of DICDL on 28 January 2016, the special purpose company owned 51 percent by Gujarat through DSIRDA and 49 percent by the Centre through the NICDC Trust, created to actually build the city. This period was not without friction: land acquisition was litigated, and in 2015 the Gujarat High Court stayed acquisition after farmer petitions, a documented reason early timelines slipped.

What are the three build phases and when do they run?

Dholera is planned in three phases over roughly 30 years, and the phase most people can actually see today is the first one. The phasing below is drawn from reported targets, and the end year is stated inconsistently across sources between 2040 and 2042, so we call it around 2040.

Why did some milestones slip, and what actually got built?

Milestones slipped mainly because of land litigation, the collapse of an early anchor, and the sheer difficulty of building on low-lying coastal land. The Vedanta Foxconn semiconductor plan, signed as an MoU in September 2022 and widely cited at about 19.5 billion dollars, never built anything and unwound when Foxconn withdrew on 10 July 2023. The airport's original December 2025 opening target was missed. These are real setbacks and worth stating plainly.

At the same time, the counter to any claim that nothing is happening is also documented. The expressway is reported open. About 300 MW of solar is operational at the Dholera solar park, out of a 1,000 MW sanctioned Phase 1 and a 5,000 MW long-range target. The Activation Area has trunk infrastructure, roads, underground utilities and a water treatment plant, and the ABCD building with its Integrated Command and Control Centre is reported operational. And the Tata fab, approved in February 2024, is under construction, with civil work reported about 50 percent complete by May 2026 after a late 2025 redesign for soil conditions. What are the near-term dates to watch?

The near-term dates worth watching are all in the connectivity and industry tracks. On connectivity, the airport's operations are targeted for late 2026, described in July 2026 as likely September to October, but this has been a slipping target since about 2010, so treat any firm opening claim with caution. The semi high speed rail cleared in May 2026 carries a target of 2030 to 2031. On industry, the Tata fab's first chip is targeted for 2026 to 2027, a target that no source has confirmed as achieved.

Use the timeline to separate what exists today from what is promised for tomorrow. The durable facts, the Act, the authority structure, the fab approval and investment figure, the operational solar and the open expressway, are things you can rely on. The targets, an airport opening, a first chip, a full built city by 2040, are hopes with schedules attached, and Dholera's own record shows schedules here move.

The honest framing

Dholera has moved from paper to concrete: a fab under construction, solar feeding the grid, an expressway open. It has also missed dates repeatedly. Both are true. A sound decision weighs the durable progress against the target-heavy future, and never treats a target date as a guarantee of value.

Anyone timing a decision around Dholera should track the official sources directly, PIB for cabinet approvals, NHAI for the expressway, the CEA solar report for capacity, and the airport SPV for aviation, rather than relying on brochure timelines. How did the semiconductor story reshape the timeline?

The semiconductor story is the single biggest reason Dholera's timeline changed character in the 2020s, moving it from a slow infrastructure project to a nationally watched industrial bet. It came in two very different chapters, and confusing them is a common mistake.

The first chapter was the Vedanta Foxconn plan. In September 2022 the two companies signed a memorandum with Gujarat, and the number widely quoted was about 19.5 billion dollars. That figure was the value of a joint venture project, not committed capital that ever hit the ground, and it is important not to present it as money spent. When Foxconn withdrew on 10 July 2023, the venture unwound without building anything in Dholera. It is also worth clearing up a frequent mix-up: Micron's semiconductor facility is in Sanand, not Dholera.

The second chapter is the one that is actually building. On 29 February 2024 the Union Cabinet approved a fab by Tata Electronics with Taiwan's PSMC under the India Semiconductor Mission, through the entity Tata Semiconductor Manufacturing Pvt Ltd. The investment is Rs 91,000 crore, about 11 billion dollars, with the PIB Fiscal Support Agreement citing Rs 91,526 crore, and planned capacity up to 50,000 wafers a month on a 300mm line at mature and specialty nodes. Ground was broken in March 2024, the Fiscal Support Agreement was signed on 5 March 2025, and by May 2026 civil work was reported about 50 percent complete following a late 2025 redesign for the site's soil. A lithography MoU with ASML was reported around 17 May 2026. A first chip is targeted for 2026 to 2027, and no source confirms a chip has been produced. What was built in the Activation Area during phase 1?

Phase 1 delivered the trunk infrastructure that makes the Activation Area a real, serviced zone rather than an empty field, even though the old population and jobs targets for 2020 lapsed. According to DICDL's own 2024 account, the Activation Area has underground utilities carrying power, ICT and fibre ducts, piped natural gas and potable water with smart meters and leak detection. It has a recycled water network, wastewater and effluent lines, and stormwater routed into a roughly 6.5 km man-made canal.

On top of that sit a water treatment plant of about 50 MLD with reservoirs, an internal road network of about 72 km with widths from 18 to 70 metres, pedestrian and cycle lanes, and a reserved corridor for future rapid transit. The ABCD building, the Administrative cum Business Centre for Dholera, houses the Integrated Command and Control Centre, the smart city brain that watches water, power, lighting, surveillance, traffic and environment, and it is reported operational. How does the connectivity timeline change access to Dholera?

Connectivity is the part of the timeline that changed the everyday experience of reaching Dholera fastest. Before 2026, the trip from Ahmedabad took roughly 2 to 2.25 hours on ordinary roads. The Ahmedabad to Dholera Expressway, a 109 km four-lane access-controlled greenfield highway with a 120 km per hour design speed built by NHAI, was reported inaugurated by the Prime Minister on 31 March 2026 and cut that time to about 40 minutes to 1 hour, with sources varying. Reported cost figures conflict by scope, about Rs 3,196 crore for construction and about Rs 4,373 crore including land.

Rail is the next leg. The Ahmedabad, from Sarkhej, to Dholera semi high speed rail was reportedly cleared by the CCEA around 13 May 2026 at about Rs 20,667 crore for a roughly 134 km double line, targeting 2030 to 2031 and a journey of about 45 minutes. A cited speed of 220 km per hour is single-sourced and should be read as reported, not confirmed. A separate Bhimnath to Dholera freight line has been proposed under the DMIC since about 2013 but remains long pending with no current timeline, and there is no passenger station inside the SIR yet. What is the realistic read on the road to 2040?

The realistic read is that Dholera's timeline is front-loaded with hard infrastructure and back-loaded with population and jobs targets that depend on that infrastructure attracting people and industry. The things that create a city, an open expressway, a fab under construction, operational solar, a serviced Activation Area, exist now. The things that make it a lived-in city of a million people, full occupancy across 920 sq km, a working airport and rail network, are still ahead and carry target dates that have moved before.

That is not a reason for cynicism or for hype. It is a reason for precision. When someone quotes a Dholera date, the useful next question is always the same: is this a durable fact that has already happened, or a target that has not?
